TheCavalierBalladsofEngland，liketheJacobiteBalladsofEnglandandScotlandatalaterperiod，areminesofwealthforthestudentofthehistoryandsocialmannersofourancestors。TherudebutoftenbeautifulpoliticallyricsoftheearlydaysoftheStuartswerefarmoreinterestingandimportanttothepeoplewhoheardorrepeatedthem，thananysimilarcompositionscanbeinourtime。Whentheprintingpresswasthemerevehicleofpolemicsfortheeducatedminority，andwhenthedailyjournalwasneitheraluxuryofthepoor，anecessityoftherich，noranappreciablepowerintheformationandguidanceofpublicopinion，thesongandtheballadappealedtothepassion，ifnottotheintellectofthemasses，andinstructedtheminalltheleadingeventsofthetime。
Inourdaythepeopleneednoinformationofthekind，fortheyprocureitfromthemorereadilyavailableandmorecopiousifnotmorereliable，sourceofthedailyandweeklypress。Thesongandballadhaveceasedtodealwithpublicaffairs。Nonewonesofthekindaremadeexceptasmiserableparodiesandburlesquesthatmayamusesobercostermongersandhalf-drunkenmenabouttown，whofrequentmusicsaloonsatmidnight，butwhichareoffensivetoeveryoneelse。Suchgenuineoldballadsasremaininthepopularmemoryareeitherfastdyingout，orrelateexclusivelytothenever-to-be-supersededtopicsoflove，war，andwine。Thepeopleofourdayhavelittleheartorappreciationforsong，exceptinScotlandandIreland。EnglandandAmericaaretooprosaicandtoobusy，andthemasses，notwithstandingalltheirsupposedadvantagesineducation，aremuchtoovulgartodelightineithersongorballadthatrisestothedignityofpoetry。Theyappreciatethebuffooneriesofthe"NegroMinstrelsy，"andtheinanitiesandthevapiditiesofsentimentallovesongs，buttheeleganceofsuchwritersasThomasMoore，andtheforceofsuchvigorousthinkersandtenderlyristsasRobertBurns，areabovetheirsphere，andarelefttoscholarsintheirclosetsandladiesintheirdrawing-
rooms。ThecasewasdifferentamongourancestorsinthememorableperiodofthestruggleforlibertythatcommencedinthereignofCharlesI。ThePuritanshadthepulpitontheirside，andfounditapowerfulinstrument。TheCavaliershadthesongwritersontheirs，andfoundthemequallyeffective。Andthesongandballadwritersofthatdaywerenotalwaysilliterateversifiers。Someofthemwerethechoicestwitsandmostaccomplishedgentlemenofthenation。Astheycouldnotreachtheearsoftheircountrymenbytheprintedbook，thepamphlet，orthenewspaper，normountthepulpitanddisputewithPuritanismonitsowngroundandinitsownprecincts，theyfoundthesong，theballad，andtheepigrammoreavailableamongamusicalandsong-lovingpeoplesuchastheEnglishthenwere，andtrustedtothesetokeepupthespiritofloyaltyintheevildaysoftheroyalcause，toteachcourageinadversity，andcheerfulnessinallcircumstances，andtoridiculethehypocriteswhomtheycouldnotshame，andthetyrantswhomtheycouldnotoverthrow。ThoughmanythousandsofthesehavebeenpreservedintheKing"sPamphletsintheBritishMuseum，andinothercollectionswhichhavebeenfreelyransackedforthematerialsofthefollowingpages，asmanythousandsmorehaveundoubtedlyperished。Originallyprintedasbroadsides，andsoldforahalfpennyatcountryfairs，itusedtobethefashionofthepeasantrytopastethemupincupboards，oronthebacksofdoors，andfarmers"wives，aswellasservantgirlsandfarmlabourers，whowereabletoread，wouldoftenpastethemonthelidsoftheirtrunks，asthebestmeansofpreservingthem。Thisisonereasonwhysomanyofthemhavebeenlostwithoutrecovery。ToSirW。C。
Trevelyanliteratureisindebtedfortherestorationofafewofthesewaifsandstrays，whichhefoundpastedinanoldtrunkofthedaysofCromwell，andwhichhecarefullydetachedandpresentedtotheBritishMuseum。Butasufficientnumberoftheseflyingleavesofsatire，sentiment，andloyaltyhavereachedourtime，tothrowacuriousandinstructivelightuponthefeelingsofthemenwhoresistedtheprogressoftheEnglishRevolution；andwhomadeloyaltytothepersonofthemonarch，evenwhenthemonarchwaswrong，thefirstofthecivicvirtues。Inthesuperabundanceofthematerialsatcommand，aswillbeseenfromtheappendedlistofbooksandMSS。whichhavebeenconsultedanddrawnupontoformthiscollection，thedifficultywastokeepwithinbounds，andtoselectonlysuchspecimensasmeritedaplaceinavolumenecessarilylimited，bytheircelebrity，theirwit，theirbeauty，theirhistoricalinterest，orthelighttheymighthappentothrowontheobscurebiographyofthemostremarkableactorsinthesceneswhichtheydescribe。Itwouldbetoomuchtoclaimfortheseballadstheexaltedtitleofpoetry。Theyarenotpoeticalinthehighestsenseoftheword，andpossiblywouldnothavebeensoeffectiveforthepurposewhichtheywereintendedtoserve，iftheirwritershadbeenmorefancifulandimaginative，orlessintentuponwhattheyhadtosaythanuponthemannerofsayingit。
